In most cases, yes. Victoria only restricts you to automatic vehicles through the 'A' condition, and VicRoads applies that condition when you pass a probationary drive test in an automatic vehicle. Overseas drivers converting a full overseas licence are usually issued a full Victorian driver licence, and a full licence carries no automatic transmission condition, so you are free to drive a manual car. Where your age, the country your licence was issued in and your overseas driving history mean VicRoads issues a probationary P1 or P2 licence instead, the 'A' condition does apply until your probationary period ends. It is then removed automatically without another drive test, or earlier if you choose to sit a drive test in a manual vehicle. VicRoads confirms which licence you will be issued when you check your conversion requirements, so it is worth confirming before your drive test.
