The residential streets running off Barkly Street and Droop Street, away from the shopping grid. Short blocks with cars parked along both sides and mostly local traffic, which is the right place to build judgement of space before anything busier.

Yes, once you are ready, because it is the part of Footscray you cannot avoid living here. Hopkins Street and Paisley Street around the market bring people stepping off kerbs, delivery vehicles stopped in awkward places and buses pulling in and out. We build up to it rather than starting there, and we pick the time of day carefully at first.

Yes. Footscray station is a common meeting point for driving lessons, along with home and work. It suits anyone travelling in for a driving lesson rather than starting from a Footscray address. For drive test preparation we would still suggest Carlton VicRoads instead.
